Turtle Park is no longer bright and entertaining where people grow plants, what seems to be a rat infestation is taking over that park, makes sense for rats to breed in there because it's locked away and secluded at night.

This is a pleasant little community garden and green space. It's not worth a special trip, but it's nice to stop for a look if you're walking by. I don't know if there are any live turtles to see, but there are some painted ones scattered here and there.
