"Mexico's roving mariachi bands have been found in this plaza, a few blocks north of the Palacio de Bellas Artes, since the mid-1900s. Though the plaza has deteriorated over the years, it's seen a resurgence thanks to a city-driven effort to clean up the neighborhood by installing new sidewalks and street lamps.
